Abstract: The author considers the important role of the small business sector for the national economy. Several of the difficulties faced by small business are also highlighted. Moreover, it is found that general support of small business is a necessary condition for successful national development. For this purpose, specific mechanisms and tools of state regulation should be utilized. The author points to the necessity of specific regional measures by developing new approaches to small business regulation. The article then describes several of the defects of certain polices of state agencies which conduct small business support. These kinds of problems are both economic and organizational in character. The author concludes by offering a balanced set of measures which could be directed towards the perfection of the existing small business support system.
