Abstract: This article describes some efforts of regional management to evaluate problems connected with efficiency of the labor force and other local priorities. In the opinion of the author, this approach could allow for a more rational organization of the investment process promoting stable (yet dynamic) regional development. This article argues that employment should be regarded as one of the most important parameters for regional management. The author proposes a clear method for estimating the efficiency of regional employment and applies that method to the analysis of available figures for the Admiralteyskii administrative region of the city of Saint Petersburg.
