Abstract:
During the late years of Russian reforms, the organization and economic structure of agro-industrial production has radically altered. Enterprises have received economic independence while their responsibilities have increascd. Moreover, the state monopoly on land has been liquidated. However, these changes took place under extremely unfavorable macroeconomic conditions. Agriculture, for instance, found itself within a situation of price disparity with non-agricultural products. At the same time, imports of food products increased which led to lower gross output not only in agriculture, but in related food and food processing industries as well. The Russian Federation passed several laws and administrative acts in order to solve these problems. Moreover, the financial events of the August of 1998 (especially, the ruble's default) actually led to higher profitability for national Russian agricultural production. The increase of efficiency of the agrarian sector is, first and foremost, connected with the intensification of the state's role in regulating market mechanisms as well as with the elimination of various market distortions caused by monopolies and the profiteering of certain financial and commercial structures. A main focus for further reforms should be the creation of a solid market infrastructure and the promotion of favorable conditions for business activity of Russian agro-industry.
