Abstract: The problems of transformation of social functions of the State under replacement of social privileges with monetary payments in connection with adapting of the Federal Law 122-ФЗ are considered in the article. The author proves the thesis that the real purpose of replacing of privileges with monetary payments, and also of dividing of account obligations into federal and regional ones was absolute cancellation of social privileges themselves. The conclusion is that, without appropriate analysis and adequate replacement of the functions previously carried out by privileges, their liquidation was not reasonable.
