Abstract: Small business constitutes the most dynamic and rapidly developing sector of the Russian economy. In 1998 it accounted for 12% of all tax proceeds, as opposed to 23 % in 2002, and 30 % in 2002. Currently small business is experiencing a period of active formation and development. On the other hand, the small business sector faces a number of obstacles. These include such factors as: an overgrown administration complicated reporting and accounting procedures, an excessive tax burden. In general, entrepreneurs do not posses sufficient possibilities to receive the information which is crucial for the successful management of small enterprises. This kind of information includes knowledge of normative and legal regulations as well as data concerning market conditions and the terms of competition. Thus, the essential difficulties which entrepreneurs have encountered are connected with a lack of information and a deficit of financial resources. Often the latter problem arises not so much because of an insufficiency of resources but because of a dearth of information about these resources. The key sources for financing small business operations are considered in this article.
