Abstract:
The paper shows that small-sized (according to the world standards) enterprises havc existed in the time of the USSR and even were more cfficient than the larger ones. However, both small and large enterprises were organized in the similar way. The process of emerging of small business in the USSR and Russia started in 1986. At the first stage of the process, the main reason to establish a small business was an intention to avoid strict wage size limitations existed in stated owned enterprises. In the whole, it is possible to distinguish 4 periods at each of them the small business dynamics was determined by specific factors. The authors suggest a criterion for defining a small business based on the ability of an entrepreneur-owner to individually manage an enterprise. Usage of controllability norm allows to quantify the criteria.
