Limits of efficiency of state regulation and possibility of institutional management

Abstract: The paper deals with the analysis of deficiencies of state regulation in modern economy and searching for tools to eliminate them. The author suggests using mechanisms of institutional management for elimination of those deficiencies. Special attention is given to specific nature of institutional cultivation.
