Abstract: The problems of using of state credit, systems of indexes, indicators and criteria, related to forming for the estimation of efficiency of this process are examined in the article. The example of application of integral estimation of effectiveness of financing of the government having a special purpose program "The Forests of Ukraine" due to the state borrowings is examined.
