Методические основы оценки и анализа инновационно-инвестиционного потенциала промышленности строительных материалов

Abstract: Проведена комплексная оценка основных подходов в рамках формирования методики оценки и анализа инвестиционно-инновационного потенциала, определены степень разработанности методик оценки, критерии и требования к их разработке. Выполнена систематизация показателей базы сводных статистических данных по инновационной деятельности, формируемой на основе данных ежегодных статистических наблюдений, проводимых Национальным статистическим комитетом Республики Беларусь, используемых при оценке инвестиционно-инновационного потенциала. Предложен алгоритм оценки инвестиционно-инновационного потенциала промышленности строительных материалов, включающий определение состава первичных и интегрированных показателей (критериев) оценки инвестиционно-инновационного потенциала, обеспечивающих прогнозирование приоритетных направлений повышения конкурентоспособности и экономической устойчивости отрасли и ее предприятий по ресурсной, факторной и результативной составляющим исследуемого потенциала. Оценка инвестиционно-инновационного потенциала обеспечивает количественную оценку комплексности применения предприятиями инновационных решений и технологий, включающих переход как на производство новых товаров с использованием новых технологий производства, так и переход на новые методы управления и стратегии инновационного развития с учетом отраслевых особенностей. Результатом оценки и анализа инвестиционно-инновационного потенциала промышленности строительных материалов является получение конкретных практических рекомендаций по управлению и стимулированию инвестиционной и инновационной активности как отдельных предприятий, так и отрасли в целомConducted a comprehensive assessment of the main approaches in the framework of the evaluation and analysis methods development of investment and innovative potential, the degree of elaboration of assessment methodologies, criteria and requirements for their development. Performed systematization base indicators aggregate statistics on innovation, formed on the basis of data from annual statistical surveys conducted by the National statistical Committee of the Republic of Belarus used to evaluate the investment and innovation potential. The algorithm for estimating the investment and innovation potential of the building materials industry, including definition of primary and integrated indicators (criteria) assessment of investment and innovative potential of providing a prediction of the priority directions of increase of competitiveness and economic sustainability of the industry and its companies for the resource, factor and effective coefficients of the studied potential. Assessment of investment and innovative potential provides a quantitative assessment of the complexity of the application by the enterprises of innovative solutions and technologies, including the transition as the production of new products using new production technologies, and transition to new management methods and innovative development strategy taking into account industry characteristics. The result of the evaluation and analysis of investment and innovative potential of the industry of building materials is to obtain specific practical recommendations for the management and stimulation of investment and innovative activity as individual businesses and the industry as a whole
