Abstract: В статье обоснована актуальность перехода к «зеленой» экономике в Республике Беларусь и устойчивому развитию Беловежского экологического региона (БЭР) на основе принципов «зеленой» экономики, ориентированных на согласование интересов настоящего и будущих поколений. Разработана модель устойчивого развития региона как социо-эколого-экономической системы, функционирование которой направлено на приращение регионального капитала и сбалансированное, взаимообусловленное воспроизводство его основных элементов человеческого, экономического и экологического капиталов. Предложена Концепция устойчивого развития Беловежского экологического региона, которая устанавливает цель, задачи и принципы развития БЭР, раскрывает условия и механизм ее реализации. Концепция устойчивого развития БЭР состоит в формировании необходимых условий, обеспечивающих постоянное продуцирование биологически устойчивого природного комплекса и соответствующего ему социума на основе повышения экологической ценности территории, ослабления и нейтрализации внутренних и внешних отрицательных факторов с учетом планетарного значения генетических ресурсов национального парка и достижения высокой социальной и эколого-экономической эффективности регионального природопользования с учетом его главной (туристической) специализации и трансграничного сотрудничества. Раскрыты основные положения Стратегии устойчивого развития БЭР, включающие стратегическую цель, критерии ее достижения, направления экологизации экономики региона и инструменты реализации стратегии.The article reasons the urgency of the transition to “green” economy in Belarus and sustainable development of the Bielaviezha Ecological Region (BER) based on the principles of “green” economy aimed at the reconciliation of interests of the present and future generations. Developed is a model of sustainable development of the region considered as a social, ecological and economic system enhancing regional capital gains and balancing the interrelated reproduction of its basic elements (human, economic and ecological capital). The article suggests the Concept of Sustainable Development of the Bielaviezha Ecological Region that determines the objective, problems and principles of the BER’s development, reveals the conditions and mechanism of its implementation. The concept lies in developing the necessary conditions providing the continuing production of a biologically sustainable natural complex and a natural-complex-conforming society founded on the increase in the territory’s ecological value, the decrease and elimination of internal and external negative factors subject to the global significance of the national park’s genetic resources and the achievement of a high social, ecological and economic efficiency of the regional nature management considering its principal economic specialization (tourism) and cross-border cooperation. The article elucidates the core propositions of the Strategy of Sustainable Development of BER that include the strategic objective, its achievement criteria, the ways of ecologization of the region’s economy and the instruments of the strategy implementation.
