Использование возобновляемых источников энергии как фактор энергетической безопасности республики Беларусь

Abstract: В данной статье проведен анализ потребления топливно-энергетических ресурсов в Республике Беларусь, объемов и структуры добываемых и заготавливаемых на территории страны местных топливно-энергетических ресурсов и возобновляемых источников энергии, проанализирована политика в области использования возобновляемых источников энергии и даны рекомендации по совершенствованию функционирования топливно-энергетического комплекса, повышению энергобезопасности страны и увеличению использования возобновляемых источников энергии. Установлено, что Беларусь за год потребляет энергии в эквиваленте 40 млн. т условного топлива и только на 15% обеспечивается собственными ресурсами. На закупку недостающих энергоносителей и электроэнергии расходуется около 8,5 млрд. долл. США в год, что составляет около 20% объема всего импорта республики и делает ее экономику зависимой от внешних факторов. В структуре потребления топливно-энергетических ресурсов велика доля одного энергоресурса -природного газа (57,2% в топливно-энергетическом балансе, 80% в балансе котельно-печного топлива и 97,2% в топливном балансе энергосистемы), который импортируются из России. В стране реализуется комплекс мер, направленный на увеличение использования местных видов топлива, к которым относят ископаемые и возобновляемые источники энергии, добываемые на территории республики. Предпринимаемые действия позволили за 8 лет увеличить долю собственных энергоресурсов в балансе котельно-печного топлива с 16,8 до 26,4%. Стратегическим направлением для республики в области энергетики на ближайшую перспективу должно стать увеличение использования возобновляемых источников энергии, доля которых в 2012 г. в валовом потреблении топливно-энергетических ресурсов составила только 5,1% и в балансе котельно-печного топлива 8,3%. В этой связи предлагается комплекс мер, направленный на увеличение использования возобновляемых источников энергии и повышение энергобезопасности БеларусиThe analysis of consumption of fuel and energy resources in the Republic of Belarus, of volumes and structure of extracted and harvested fuel and energy resources on the territory of the country and renewables, the policy in the field of use of renewables and recommendations for improving the functioning of fuel and energy complex, increase of energy security of the country and the increase in usage of renewables are carried out in this article. It is established that the Belarus consumes energy in the equivalent 40 million tons of conditional fuel on average per year and is provided with its own resources only for 15%. About 8.5 billion US dollars per year are spent on the purchase of missing energy carriers and electric power that makes about 20% of total import of the republic and makes its economy dependent on external factors. In the structure of consumption of fuel and energy resources, the biggest share belongs to natural gas (57.2% in fuel and energy balance, 80% in the balance of boiler and furnace fuel and 97.2% in the fuel balance of power supply system) which is imported from Russia. The package of measures directed at the increasing of the use of local types of fuel which includes fossil energy sources and renewables mining on the territory of the republic, is constantly realized in the country. The taken actions allowed to increase the share of its own energy resources in the balance of boiler and furnace fuel from 16.8 to 26.4% during 8 years. The increase in the use of renewables, the share of which in gross consumption of fuel and energy resources was only 5,1% and in the balance of boiler and furnace fuel 8.3% in 2012, has to become the strategic direction for the republic in the field of power on the short-term outlook. In this regard, the package of measures directed at the increasing of the use of renewables and energy security of Belarus is offered in this article.
