Совершенствование закупок в строительной отрасли Республики Беларусь

Abstract: В статье рассмотрена проблема совершенствования закупок в строительной отрасли. Решение данного вопроса связано с обоснованием используемого подхода при закупке и формированием стратегических предпосылок развития процесса закупок в строительной отрасли, основанных на соблюдении принципов прозрачности и ответственности. Авторами в статье проанализирован зарубежный опыт осуществления закупок в строительстве, выделены используемые подходы, отмечены их особенности. Также изучены изменения, произошедшие в белорусском законодательстве в 2014 г. в сфере закупок, на основании чего определены проблемы, необходимые для решения. Для развития системы закупок в строительной отрасли Республики Беларусь авторы предложили создание консультационного совета, основной функцией которого является обеспечение реализации интересов как государства, так и строительных организаций (исполнителей строительных проектов) посредством ранжирования строительных организаций по степени подготовленности к реализации проектов, стандартизации процесса закупок, разработки «дорожной карты» развития закупок при строительстве.The article deals with the problem of improving procurement in the construction industry. Resolving this issue is related to justification of the approach used in the purchase and the formation of strategic prerequisites for the development of the procurement process in the construction industry, based on the principles of transparency and accountability. The authors of the article analyzed the international experience of procurement in construction, highlighted approaches used, marked their features. Also, the authors studied the changes in the Belarusian legislation in 2014 in the area of procurement, based on which defined the problems needed to solve. For the development of the procurement system in the construction industry of the Republic of Belarus authors proposed the establishment of the Advisory Board, whose main function is to ensure that the interests of both the state and civil organizations (performers of construction projects) by: ranking of construction companies according to the degree of preparedness for the implementation of projects, standardization of the procurement process, development of a “road map” of procurement in the construction industry.
