Серия 7: Экономика и управление, 2015, issue 7, 257-263 Abstract: В рыночных условиях предприятия ориентируются на получение максимальной прибыли, однако этого на современном этапе развития недостаточно. Необходимо, прежде всего, эффективно формировать и использовать систему производственного менеджмента предприятия и ее потенциал. Механизм формирования высокоэффективного производства должен быть основан на инновациях, инвестициях в реконструкцию и модернизацию действующих производств. Производственный менеджмент предприятия включает четыре основополагающие подсистемы: целевую подсистему (основные направления оценки производственного потенциала: качество продукции, ресурсосбережение, сбыт товара, охрана труда и окружающей среды); обеспечивающую подсистему (ресурсное, информационное, правовое и методическое обеспечение); функциональную подсистему (маркетинг, НИОКР и инновации, планирование, организационно-техническая подготовка производства); управляющую подсистему (разработка управленческого решения, оперативное управление реализацией решений, управление персоналом). Предложенная методика позволяет определить слабые места с точки зрения развития подсистем менеджмента. Важным отличием методики является оценка эффективности и комплексности использования сырья, широкий спектр показателей ресурсосбережения.In terms of market enterprises have to maximize profits, but at the present stage of development is not enough. It is important to form an efficient system of industrial management in company and to increase its potential. The mechanism of the formation of highly efficient production should be based on innovation, investment in the reconstruction and modernization of existing production. The industrial management includes the four basic subsystem: the target subsystem (main directions of assessing the industrial potential: product quality, resource conservation, distribution of goods, labor and environmental management); providing subsystem (resource provision, informational, legal and methodological provision); functional subsystem (marketing, innovation, planning, organizational and technical preparation of production); control subsystem (development management, decision making, operational management of the decision implementation, human resource management). The influence of each subsystem on the industrial management expresses through the system indicators, the result is displayed on the integrated indicator to the whole enterprise. The proposed method makes it possible to identify weaknesses in terms of the development of industrial management. An important distinction is to evaluate the effectiveness of techniques and integrated use of raw materials, a wide range of indicators of resource conservation. The proposed method allows to prove the feasibility of the investment project in terms of evaluating the effectiveness of the input parameters of the production system (providing subsystems), business processes at the enterprise (the target and functional subsystem), output parameters (control subsystems).
