Abstract: Income of the budget of the region includes tax, untax and free facilities. The growing of the economy provides the growing of the tax base. Economy is a system of the relations, bound financial flows. Payment of the labour there is main financial resource. He allows to enlarge the budget, develop the economy, and raise the quality to life of the population.
