Abstract: Housing problem in all times and under all ruler was one of the most actual and hardly. The Reason is concluded in that that in housing sphere to closely intertwined demographic particularities and speculative market factors, migration situation and phases of the economic cycle, rates to inflations and level to stabilities of the bank system, problems to employment and particularities of state support of the social significant spheres of the development society and a great deal another that requires special consideration.
