Abstract: В статье обсуждается первая глава известной программы развития российской экономики «Стратегия-2020» (2012), где указаны важнейшие черты «новой модели роста»: низкая инфляция, макроэкономическая стабильность, низкие административные барьеры. Я привожу аргументы, показывающие, что достижение этих целей не является ни необходимым, ни достаточным для успеха догоняющего развития.In this article, I discuss the first chapter of the well-known program of the Russian economy development, "Strategy-2020", where the following most important features of "the new growth model" are pointed out: low inflation, macroeconomic stability, low administrative barriers. I argue that the achievement of these goals is neither necessary nor sufficient for the success of catch-up development.
