Abstract: В статье излагаются решения Правительства России по формированию и развитию инновационного потенциала отечественных учебных заведений. Также приведены результаты реализации принятых постановлений в период с конца 1990-х годов. Отмечаются как успехи, так и трудности реформирования вузовского потенциала, сочетающего обучение, исследования и внедрение инновационных решений в практику.In the paper the decision of the Russian Government on the formation and development of innovative capacity of national institutions. We also present results of the decisions taken since the late 1990s. There have been both successes and difficulties of reforming the university building, which combines education, research and implementation of innovative solutions into practice.
