Abstract: Приводится определение кластеров в экономике, рассматриваются их характеристики, проблемы формирования, внутренняя структура, тенденции и закономерности развития, анализируется процесс создания кластеров в России, исследуется проблема кластерного парадокса, делается вывод о том, что для формирования кластеров в России необходимо поощрять развитие связей между крупными предприятиями, с одной стороны, и малым и средним предпринимательством, с другой.The definition of clusters in the economy is provided; their characteristics, problems of creation, internal structure, trends and patterns of development are considered; the process of cluster development in Russia is analyzed; the cluster paradox problem is investigated. It is concluded that to ensure the creation of clusters in Russia it is important to encourage the development of links between large companies, on the one hand, and small and medium-sized businesses, on the other.
