Signs of a crisis and ways of its overcoming in the system of government administration

Abstract: The paper characterizes government administration as a way to implement the state power; signs, forms and methods, structure of the mechanism of government administration; factors of formation of the style of the government-administration activity. The authors distinguish essential signs of the crisis in the government administration, the sequence of stages of crises emergence and aggravation; types of conflicts on the territorial component, reasons for revolutions, principles of overcoming; the ways of overcoming the crisis in the government administration on the background of the administration reform.
