Abstract: Nowadays there is a growing amount of financial and tangible investments directed at spiritual and intellectual development and improvement of the human being as the main receptacle of these values. This is the reason why in many countries, primarily in developed countries, community, political parties and the state become increasingly aware of the necessity for the development of a goal-oriented policy on youth issues.
