Abstract: The paper considers the role of small and medium-sized businesses in developing economies. The experience of successful international practices in the establishment, support and development of small business. It is proved that a small business in many countries is the foundation of development, stability of economies and societies, the flagship of the progress of the innovation economy. It was found that the state's role should not be limited to micromanagement and control unplanned inspections, it should be focused on providing real help to stimulate entrepreneurial activity and strengthening of trust between government and business. The conclusions and recommendations that can be used by the authorities of the Russian Federation, subjects of management in the process of formation and implementation of regional programs to support small and medium-sized businesses.
