Abstract:

The subject of the paper is to analyze the principal lines of the Russian national unifi monetary policy in the 2015-2017 perspective. The purpose of the material presented is the expert assessment of the declaration made by the Bank of Russia on the transition to infl targeting. According to the results of the assessment, the implementation of the infl tion targeting policy has good prospects as well as the general concept of the monetary sphere regulation. The key features of the transition to the infl n targeting are considered. The possibility of implementing the infl n targeting policy in Russia is evaluated; the prospects of currency regulation are analyzed along with the analysis of the national payment system development and the monetary policy. It is suggested that the structure of the existing document «Guidelines for the Unifi State Monetary Policy for 2015 and the period of 2016 and 2017» be changed. The assessment results are intended for use by the State Duma Committee on Financial Markets, the Bank of Russia, the Russian government.

Предметом статьи является анализ основных направлений единой государственной денежно-кредитной политики в России на период 2015-2017 гг. Цель представленного материала - оценка со стороны экспертов сделанного Банком России заявления об однозначном переходе к таргетированию инфляции. В статье представлены результаты проведенной оценки как вероятности успешной реализации политики таргетирования инфляции, так и общей концепции регулирования денежно-кредитной сферы. Рассмотрен переход к таргетированию инфляции. Оценивается возможность реализации политики таргетирования инфляции в России, анализируются перспективы валютного регулирования, развитие национальной платежной системы и денежно-кредитная политика. Вносятся предложения по изменению структуры существующего документа «Основные направления единой государственной денежно-кредитной политики на 2015 г. и период 2016 и 2017 гг.».
