Abstract:

The paper deals with the issue of federal budget management by the Federal Treasury.. The subject of research concerns relations arising during the federal budget execution. The purpose of research is to analyze the methods ensuring implementation of the mechanisms for managing the resources of the unified federal budget account as well as to identify the main problems and provide solutions to improve the effectiveness of the unified account liquidity management. The federal budget management tools examined in the paper include cash flow planning and forecasting, allocating budget funds to bank deposits, purchases (sales) of securities under repurchase (repo) agreements, extending budget credits to replenish the account balances in budget accounts of the Russian Federation territories. The results of the practical application of the unified federal budget liquidity management tools are analyzed and an assessment of their effectiveness is made. The methods of system analysis, synthesis of theoretical and practical material, comparison and integrated approach were used during the research. A conclusion is made that a full-scale promotion of the federal budget management mechanisms is needed to allow efficient use of available balances in the unified account, as well as to obtain additional income to the federal budget.

Статья посвящена вопросам управления средствами федерального бюджета Федеральным казначейством. Предмет исследования - отношения, возникающие в процессе исполнения федерального бюджета. Цель работы : проанализировать способы реализации механизмов управления средствами на едином счете федерального бюджета, выявить основные проблемы и направления повышения эффективности управления ликвидностью единого счета. В статье рассматриваются такие элементы управления средствами федерального бюджета, как кассовое планирование и прогнозирование, размещение бюджетных средств на банковских депозитах, операции покупки (продажи) ценных бумаг по договорам РЕПО, предоставление бюджетных кредитов на пополнение остатков средств на счетах бюджетов субъектов Российской Федерации. Проанализированы результаты практического применения инструментов управления ликвидностью единого счета федерального бюджета и проведена оценка их эффективности. В ходе исследования использовались методы системного анализа, синтеза теоретического и практического материала, сравнения и комплексного подхода. Сделан вывод о необходимости полномасштабного внедрения механизмов управления средствами федерального бюджета, что в современных условиях позволит рационально использовать свободные остатки средств на едином счете, а также получать дополнительный доход в федеральный бюджет.
