Abstract:

The paper analyzes the possibility of increasing the proportion of Russian economic entities in the formation of global value chains (GVC). It is pointed out that the GVC type recommended by the OECD and WTO experts is consistent with the exclusively monopolar configuration of the world economy under the United States leadership. The prospects of bringing the GVCs to Russia, given a complete supply of resources and compliance with the national interest to ensure optimization of the economic structure in the situation of falling oil prices, are considered. It is emphasized that participation of the national economy of Russia in GVCs must go in parallel with improvement of its manageability. Tolerable dependence on external factors due to participation in the GVCs should be calculated, neutralized by possible government regulation (direct control in some cases) and compensated (in an emergency) with internal resources in case foreign counterparties default on their obligations. This does not exclude the appropriateness of the investment and business climate regulation in order to increase its attractiveness for both domestic and foreign counterparties.

В статье анализируется возможность повышения доли российских хозяйствующих субъектов в процессе формирования глобальных цепочек стоимости (ГЦС), указывается, что в том виде, в каком они рекомендуются экспертами ОЭСР и ВТО, ГСЦ отвечают задачам исключительно монополярной конфигурации мирового хозяйства, где лидером выступают США. Рассматривается возможность привнесения ГЦС на территорию России исходя из возможности полного ресурсного обеспечения и задачи реализации национальных интересов оптимизации структуры экономики в условиях падения цен на нефть. Акцентировано внимание на том, что участие национального хозяйства России в ГЦС должно сопровождаться повышением его управляемости. Допускаемая зависимость от внешних факторов за счет участия в ГЦС должна быть просчитана, нивелироваться возможностями государственного регулирования (в ряде случаев и непосредственно управления) и компенсироваться (в чрезвычайной ситуации) внутренним ресурсным потенциалом в случае отказа ряда зарубежных контрагентов от выполнения своих обязательств. При этом не исключается целесообразность регулирования инвестиционно-предпринимательского климата в целях повышения его привлекательности как для национальных, так и для иностранных контрагентов.
