Abstract:

The subject of research is to examine the concept of «new industrialization» as the term reflecting the current stage of development of the productive forces and economic relations. The purpose of research is to reveal the content and the historical place of the new industrialization show its key role in the development of the modern Russian economy. A comparison is made between new industrialization, neoindustrialization, re-industrialization. Particular attention is paid to the ratio of the new industrialization and post-industrialization.It is shown that the emphasis on the latter involves separation from the real state of things, running ahead. The need for the integrated long- term economic policy aimed at implementing the new industrialization is highlighted.It is proved that the above policy should be a combination of three strategies: economic recovery, dynamic catch-up and advanced development. The new formulation of the issue of «the third industrial revolution» which is becoming popular in the West is analyzed. It is shown that the process of new industrialization which means bringing the industrial production back to the country’s own territory is relevant for developed economies. A conclusion about the adequacy, feasibility and prospects of the new industrialization for modern Russia is made.

Предметом исследования в данной статье является рассмотрение понятия «новая индустриализация» как выражение современного этапа развития производительных сил и экономических отношений. Цель работы состоит в том, чтобы раскрыть содержание, наполнение и историческое место новой индустриализации, показать ее ключевое значение для развития современной российской экономики. Проводится сопоставление новой индустриализации, неоиндустриализации, реиндустриализации. Особое внимание уделяется соотношению новой индустриализации и постиндустриализации. Показывается, что акцент на последней чреват отрывом от реальности, забеганием вперед. Раскрывается необходимость комплексного характера долгосрочной экономической политики, нацеленной на реализацию новой индустриализации. Доказывается, что указанная политика должна представлять собой сочетание трех стратегий: восстановления, динамического наверстывания и опережающего развития. Анализируется новая постановка вопроса о «третьей индустриальной революции», получающая все большее распространение на Западе. Показывается, что процесс новой индустриализации в форме возвращения на свою территорию промышленных производств актуален и для развитых экономик. Сформулирован вывод об адекватности, реалистичности и перспективности новой индустриализации для современной России.
