Abstract:

The paper describes the structure of objects of strategic planning at the federal level, substantiates the necessity of the integrated intellectual support of target setting and strategic planning practices including the use of modern scientific methods and information technologies. Basic methodological principles are presented; scientific criteria are formulated; analytical and synthetic approaches are determined. Particular attention is paid to the multimodel complex necessary for the development of regulations and procedures for preparation of strategic planning documents and components including structural and functional models, process analysis, simulation models, fractal approach models, analytical mathematical economic and management models, factor analysis, system models for different purposes, cluster models, network models and models based on the graph theory, analytical SWOT and PESTEL models, cognitive models and ontologies, Foresights.

В статье описывается структура объектов стратегического планирования на уровне Российской Федерации, обосновывается необходимость комплексного интеллектуального обеспечения целеполагания и стратегического планирования, включая применение современных научных методов и информационных интеллектуальных технологий, формируется алгоритм разработки порядка подготовки документов стратегического планирования, приводятся базовые методологические принципы, формулируются критерии научности, определяются аналитические и синтетические подходы и полимодельный комплекс, необходимый для разработки подзаконных актов, порядков подготовки документов стратегического планирования и компонентов комплекса документов, включающего структурно-функциональные модели, процессный анализ, имитационные модели, модели на основе фрактального подхода, аналитико-математические, экономические, управленческие модели, факторный анализ, системные модели различного назначения, кластерные модели, сетевые модели и модели на основе теории графов, аналитические модели SWOT и PESTEL , когнитивные модели и онтологии, форсайты.
