Abstract:

The paper addresses methodological problems of development and implementation of approaches to strategic planning in the Russian Federation.The existing scenario of the strategic planning in the Russian Federation is analyzed; the current state of the legal support of strategic planning is assessed; the gaps and inconsistencies in the methodology and practices are highlighted.It is concluded that a system-based design of the legal and methodological components of the strategic planning process for the Russian Federation is needed.. The emphasis is laid on improving the currently implemented tools of results-oriented budgeting.

Статья посвящена проблемам методологии формирования и реализации подходов к стратегическому планированию в Российской Федерации и путям их решения.В работе проанализирован существующий контур стратегического планирования в Российской Федерации, дана оценка текущему состоянию нормативно-правового обеспечения стратегического планирования, выделены разрывы и нестыковки в методологии и практике.Сделан вывод о необходимости системной проработки нормативно-правовой и методической составляющих процесса стратегического планирования в Российской Федерации. Акцентируется внимание на совершенствовании реализуемого в настоящее время инструментария программно-целевого бюджетирования.
