Abstract:

The paper summarizes the main results of 2014 and the first half of 2015. Trends are analyzed and macroeconomic indicators for 2015 and 2016 are forecasted. The situation in the real sector of the economy is considered and forecasts for the industrial, agricultural and capital construction development as well as budget projections are made. A number of economic scenarios are compared. The work estimates the impact of foreign sanctions, as well as the effects of energy prices, currency rates, inflation expectations on the social and economic development of the country. The factors contributing to the macroeconomic development of the economy are identified. Thedynamics of the Russian economy and global economic trends are matched. Measures to overcome the crisis through the development and implementation of the national anti-crisis program until 2020 and the strategic planning are proposed. To ensure the continuous management, it is proposed to include annual forecasts, plans and budgets into the strategic planning system.

В статье рассматриваются основные итоги 2014 г. и 1-го полугодия 2015 г. Анализируются тенденции и прогнозируются макроэ- кономические показатели на 2015 и 2016 гг. Рассматривается ситуация в реальном секторе экономики и делаются прогнозы раз- вития промышленного производства, сельского хозяйства, капитального строительства, бюджетных проектировок. Сопоставляются различные варианты развития экономики. Оценивается воздействие зарубежных санкций, а также влияние цен на энергоресурсы, курсы национальной валюты, действие инфляционных ожиданий на социально-экономическое развитие страны. Определяются факторы, способствующие макроэкономическому развитию экономики. Сопоставляется динамика российской экономики и тен- денции развития мировой экономики. Предлагаются меры выхода из кризиса на основе разработки и реализации национальной антикризисной программы до 2020 г. и стратегического планирования. В целях обеспечения непрерывности управления предла- гается включить в систему стратегического планирования годовые прогнозы, планы и бюджеты.
