Abstract:

The paper addresses the issues of the financial support of social services, given the growing number of social service providers as per Federal Law No. 442-FZ “On the Principles of Social Services for Citizens in the Russian Federation” dd. 28.12.2013. The purpose of the research is to identify factors affecting the mechanism of social services financing and determine the main sources and methods of funding the social services under the new law. It is concluded that among the factors having an impact on the financing mechanism of social services are historical and national traditions, type of service, the form of its provision, frequency, nature of suppliers and recipients of services. There is an inconsistency in that only one factor of financial support of a service - the type of provider - is formalized in legislation but upon that the provider does not depend on the nature of a service, while his financial basics of activity may not be consistent with the goals of social services. It is proposed to categorize the types of services depending on the nature of providers and use a complex of services as a standard unit in the normative method.

Статья посвящена вопросам финансового обеспечения социального обслуживания в условиях расширения числа поставщиков социальных услуг, предусмотренного Федеральным законом от 28.12.2013 № 442-ФЗ «Об основах социального обслуживания граждан в Российской Федерации». Цель работы - выявление факторов, влияющих на механизм финансирования социального обслуживания; определение основных источников и методов финансирования социальных услуг в условиях реализации положений нового закона.Сделан вывод о влиянии на механизм финансирования социальных услуг исторических и национальных традиций, вида услуги, формы ее представления, периодичности, характера поставщиков и получателей услуг. Выявлено противоречие в том, что законодательно закреплен только один фактор финансового обеспечения услуги - тип поставщика, при этом он не зависит от характера услуг, а его финансовые основы деятельности могут не соответствовать целям социального обслуживания. Предложено разделить виды услуг в зависимости от характера поставщиков, а в нормативном методе использовать за единицу нормирования комплекс услуг.
