Abstract:

The paper investigates the key trends in the development and implementation of the import substitution policy with due account for financial and economic problems facing the Russian economy. The subject of research is management decisions and financial and economic relations arising in the implementation of the import substitution policy. The purpose of the work was to identify the key financial and economic problems hindering the process of import substitution and substantiate the need for more effective government support. The paper analyzes the management decisions as well as statistical data characteristic of the import substitution process, which made it possible to reveal the main reasons restraining the activation of points of economic growth, justify the increased role of the state in pursuing the import substitution policy, propose measures aimed at creating an economic environment favorable for the implementation of the said policy.It is concluded that the implementation of the import substitution policy creates conditions for the growth and increases the efficiency of the real economy, but in the situation of the economic downturn the promotion of the import substitution may encounter insurmountable problems and the government regulation plays the key role in their solution.

В статье рассматриваются направления разработки и реализации политики импортозамещения с учетом финансово-экономических проблем функционирования российской экономики. Предмет исследования - управленческие решения и финансово-экономические отношения в условиях реализации политики импортозамещения. Цель работы - выявление основных финансово-экономических проблем, сдерживающих процесс импортозамещения, обоснование необходимости усиления его государственной поддержки. В работе проанализированы управленческие решения, а также статистические данные, характеризующие процесс импортозамещения, что позволило выявить основные причины, сдерживающие активизацию точек экономического роста, обосновать повышение роли государства в реализации политики импортозамещения, сформулировать мероприятия по формированию благоприятной экономической среды для реализации политики импортозамещения.Сделан вывод о том, что реализация политики импортозамещения создает условия для роста и повышения эффективности реального сектора экономики, но в условиях экономического спада осуществление импортозамещения может столкнуться с непреодолимыми проблемами, в разрешении которых ключевую роль играет государственное регулирование.
