Abstract:

The current system of the government regulation of venture financing in Russia is considered. The purpose of the work was the analysis of the principal measures of direct and indirect regulation to facilitate the promotion of the venture financing of innovative projects. The paper examines methods of direct government regulation of the venture business such as provision of subsidies and grants, budgetary investments, etc., and reveals the role of various development institutions in the financing of innovation activities. Also analyzed are the specific features of the indirect regulation measures, particularly, financing the establishment of the assets infrastructure of the innovative business, providing taxes and fees incentives, financing special educational projects, support of the innovative product demand. Recommendations for improvement of the government regulation of the venture business and financial support of the innovative activity in the Russian Federation are given.

Рассматривается современная система государственного регулирования венчурного финансирования в России. Цель статьи - проанализировать основные меры прямого и косвенного регулирования, способствующие стимулированию развития венчурного финансирования инновационных проектов. В работе исследованы такие методы прямого государственного регулирования венчурной деятельности, как предоставление субсидий и грантов, бюджетные инвестиции, раскрыта роль различных институтов развития в финансировании инновационной деятельности, проанализированы особенности мер косвенного регулирования, в том числе финансирование создания имущественной инфраструктуры инновационного предпринимательства, предоставление льгот по уплате налогов и сборов, финансирование специальных образовательных проектов, поддержка спроса на инновационную продукцию. Даны рекомендации по совершенствованию мер государственного регулирования венчурного бизнеса и финансирования инновационной деятельности в Российской Федерации.
