Abstract:

The paper analyzes the strategically important provisions of the Trans-Pacific Partnership Agreement and the interests of the US and the other parties to the Agreement versus the challenges to be faced, accordingly, by the BRICS, SCO and the EAEU countries in their opposition to the US intention to play a dominant part in the APEC region. It is proved that the proposed draft agreement on the Trans-Pacific Partnership is not an evolutionary step in the integration with subsequent transition to multipolarity but reflects the US foreign strategy to change the rules of the international community functioning based on the US interests and the existing system of the administrative and legal regulation of the US economy. It is concluded that the underestimation of the behavior strategy of the Trans-Pacific Partnership member countries in the part of its impact on the development of the BRICS, SCO, and EAEU may weaken the cooperation potential of the latter and lead to the loss of the mutual understanding of common goals under the pressure of the aggressive US policy.

В статье анализируются основные стратегически важные положения соглашения о Транстихоокеанском партнерстве, интересы в нем США и остальных стран - участниц данного соглашения в противопоставлении с вызовами, которые оно несет для стран БРИКС, ШОС и ЕАЭС в части противостояния желанию США занимать доминирующие позиции в регионе АТЭС. Доказывается, что предложенный вариант соглашения о Транстихоокеанском партнерстве не является эволюционной ступенью интеграции в условиях перехода к многополярности, а отражает внешнеполитическую стратегию США, направленную на изменение условий функционирования мирового сообщества исходя из своих интересов и сложившейся системы административно-правого регулирования экономики США. Делается вывод о том, что недооценка стратегии поведения стран - участниц Транстихоокеанского партнерства для развития стран БРИКС, ШОС и ЕАЭС может привести к снижению потенциала их взаимодействия и утрате единства понимания совместных целей под давлением агрессивной политики США.
