Abstract:

The paper discusses the specifics of the import substitution process in information technologies as well as key directions of the policy of phase-out and replacement of foreign software products in the Russian Federation. The subject of research concerns the risks of using foreign ITs and their impact on operation components of automated systems. The purpose of the work is toidentify the major problems hindering the process of software imports substitution and substantiate the need for its support by the state. Based on the analysis of data on the use of foreign software products and measures for their replacement by domestic software it was concluded that favorable conditions for the development and promotion of competitive domestic software products in the international market must be created.

В статье рассматриваются особенности процесса импортозамещения в сфере информационных технологий, основные направления реализации политики по вытеснению и замещению зарубежных программных продуктов в Российской Федерации. Предмет исследования - риски, связанные с использованием зарубежных ИТ-технологий, и их влияние на элементы функционирования автоматизированных систем. Цель работы - выявление основных проблем, сдерживающих процесс замещения импортной программной продукции, обоснование необходимости его поддержки со стороны государства. На основе анализа данных по использованию зарубежных программных продуктов и мер по их замещению на отечественное программное обеспечение сделаны выводы о необходимости формирования благоприятных условий для развития и продвижения на международный рынок отечественных конкурентоспособных программных продуктов.
