Abstract:

The paper addresses the issues of the import substitution process in Russia. Special attention is given to such problems as ambiguity in understanding the nature of the import substitution process, multivariance of approaches to solving current problems and the lack of methodologies for assessment of the results achieved and their effectiveness. The uncertainty in the terms affects the goal setting, the planning of the import substitution activities and their material support. The multivariance in approaches to the solution of current problems makes it possible to regard activities carried out under other programs as those related to the import substitution, which creates the illusion of success. Incompetent allocation of resources leads to the fact that a number of import substitution decisions still remain on paper. Therefore, to reveal the actual state of affairs, it is advisable to organize special monitoring to check the implementation of import substitution decisions and achievement of respective goals.

В статье рассмотрены проблемы, сопровождающие процесс импортозамещения в России. Среди них особо выделены такие проблемы, как неоднозначность понимания сути процесса импортозамещения, многовариантность подходов к решению текущих задач и отсутствие методик оценки достигнутых результатов и их эффективности. Неопределенность понятий влияет на целеполагание, планирование мероприятий в рамках импортозамещения и их материальное обеспечение. Многовариантность подходов к решению текущих задач позволяет под видом импортозамещения учитывать мероприятия, проводимые по другим программам, что создает иллюзию успехов. Недостатки в распределении материальных ресурсов приводят к тому, что ряд решений по импортозамещению так и остаются на бумаге. Поэтому для выявления фактического состояния дел должен быть организован специализированный мониторинг за выполнением решений и достижений поставленных целей по импортозамещению.
