Abstract:

The paper analyzes the results of the reform in the housing and utilities sector, their impact on the aggravation of the social tension in society, the growth of tariffs for services as well as the increased poverty level. The necessity to toughen penalties for criminal activities of new economic entities in the housing and utilities sector is substantiated. The housing per capita, its technical condition, the justification of the capital repairs payment, the differentiation of its size by Russian regions, the utility bills payment debt are studied. Arguments are given in favor of establishment and development of the cooperation between the state, society and business in the sphere of housing and utilities services; the feasibility of using the municipal-private partnership mechanism is discussed.

Исследуются основные результаты реформирования ЖКХ, их влияние на увеличение социальной напряженности в обществе, рост тарифов на ее услуги, повышение уровня бедности населения, обосновывается необходимость ужесточения ответственности за криминальные деяния новых субъектов экономических отношений в ЖКХ. Анализируется уровень обеспеченности населения жильем, его техническое состояние, обоснованность введения платы за капремонт, дифференциация ее размеров по регионам России, уровень задолженности за оплату услуг ЖКХ. Обосновывается необходимость формирования и развития взаимодействия государства, общества и бизнеса в сфере ЖКХ, рассматривается целесообразность использования механизма муниципально-частного партнерства.
