Abstract:

The paper deals with the evolution of scientific views on the financial system of Russia in response to the social needs and business demands. The subject of research is the structure of the financial system being one of the debatable issues of the finance theory. The purpose of research was to determine the most appropriate structure of the financial system and find the optimum way to fill its individual sections and links with respective contents. The paper analyzes the legislative framework for the terminology studied and describes the views of various scientific schools and individual scientists on the construction of a national financial system. Conclusions regarding the application of a system approach and proposals for the financial regulation improvement to ensure the sustainable social development and the domestic business stability are made.

Статья посвящена рассмотрению динамики развития научных взглядов на финансовую систему России под влиянием общественных потребностей и предпринимательских запросов. Предмет исследования - состав финансовой системы, который является одним из дискуссионных вопросов теории финансов. Цель работы - определение наиболее приемлемой структуры финансовой системы, поиск оптимального варианта содержательного наполнения ее отдельных сфер и звеньев. В работе проанализировано законодательное закрепление исследуемой терминологии, представлены взгляды различных научных школ и отдельных ученых, отражающие различные варианты построения национальной финансовой системы. Сформулированы выводы по применению системного подхода и предложения по улучшению финансового регулирования для обеспечения устойчивого общественного развития и стабильного функционирования отечественного бизнеса.
