Abstract:

Based on the world and domestic experience and a comprehensive analysis of the research findings in the field of counteracting the shadow economy, the paper concludes that the existing paradigm and institutions of the state administration should be transformed to switch to the dominance of the system of the strategic state management. The other goals include the establishment of special coordinating government-public bodies as platforms for harmonization of relations between the government and economic entities; the creation of an interdepartmental commission of the RF Security Council and relevant departments in the Economics and Finance Ministries as well as the development and implementation of a state program for the economy de-shadowing.

На основе мирового и отечественного опыта, комплексного анализа результатов научных исследований в сфере противодействия теневой экономике в статье делается вывод о необходимости трансформации парадигмы и институтов государственного управления с целью перехода к доминированию системы государственного стратегического управления, создания специальных координирующих государственно-общественных органов как площадок по гармонизации отношений государственной власти и хозяйствующих субъектов, создания межведомственной комиссии Совета Безопасности Российской Федерации и профильных подразделений в министерствах экономики и финансов, а также разработки и внедрения государственной программы по детеневизации экономики.
