Abstract:

The paper discusses the specifics of the macroeconomic regulation in Russia. The regulation essentially takes place in three independent spaces - the space defined by world trends; the space defined by the national foresight strategy; the space defined by anti-crisis measures of the country’s government. The subject of the study is the Russian macroeconomic regulation under the technological backwardness conditions. The purpose of the work was to prove that regulation can be implemented by using the technological potential of the established economic and technological space. The paper analyzes the sources and the extent of the Russian technological backwardness which disrupts the macroeconomic equilibrium and causes a strong dependence on external effects and imports. The prospects and objectives of the foresight strategy and the prospects of anti-crisis government measures in the sphere of the industrial policy are considered. The SWOT analysis of the proposed concept of the macroeconomic regulation in Russia by methods and means of the industrial policy shows that the concept is well-grounded

В статье рассмотрены особенности макроэкономического регулирования в России на современном этапе, которые состоят в том, что регулирование по существу происходит в трех независимых пространствах - пространстве, определенном мировыми трендами; пространстве, определенном национальной стратегией форсайта; пространстве, определенном антикризисными мерами руководства страны. Предметом исследования является регулирование макроэкономики России в условиях технологического отставания. Цель работы - доказать, что регулирование возможно путем использования технологического потенциала сформированного экономико-технологического пространства. В статье анализируются причины и уровень технологического отставания промышленности России, нарушающего макроэкономическое равновесие и определяющего сильную зависимость от внешних воздействий и импорта. Рассмотрены перспективы и задачи стратегии форсайта и перспективы антикризисных правительственных мер в сфере промышленной политики. SWOT-анализ предложенной концепции регулирования макроэкономики России методами и средствами промышленной политики показал ее обоснованность.
