Abstract:

The paper analyzes the effectiveness of social innovations and reforms implemented in the country. The purpose of the work was to reveal the interrelationship between social transformations and the human capital under the conditions of permanent reformation of Russia. It has been found that due to a number of objective conditions modern reforms of the state, society and economy are not effective and do not contribute to the sustainable and progressive development of the country. The reasons for losing momentum in achieving the goals set are classified. The role of the human and social capital involved in strategic and tactical plans of social and economic transformations in Russia is grounded.

Статья посвящена анализу эффективности реализуемых социальных инноваций и реформ в стране. Цель работы - раскрыть взаимосвязь социальных преобразований и человеческого капитала в условиях постоянного реформирования России. Выявлено, что современные преобразования государства, общества и экономики являются в силу ряда объективных условий неэффективными и не способствуют устойчивому и поступательному развитию страны. Систематизированы причины такой «пробуксовки» в достижении поставленных целей. Обоснована роль включения человеческого и социального капиталов в стратегические и тактические замыслы социально-экономических преобразований в России.
