Abstract:

The paper discusses the modern specifics of technological development and feasible approaches to non-standard government decisions that promote the introduction of new technologies in the economy, digital technologies in particular. Special attention is paid to the digitalization of the economy, the contents of this process, characteristics of digital technologies, identification of factors and preconditions for the development of new technologies that influence the effectiveness of the digital program implemented in Russia. The so-called technological bubble can develop on the IT market because IT sectors demonstrate a high speculative potential due to their nature - the goods produced with IT technologies, namely information, software, computers, etc. The paper reveals the basic scheme of the speculation on high-tech components which becomes possible due to their technical connectivity and the dynamism of this market itself that develops the demand for the above components. Measures are proposed to restrain the speculative heating of financial markets.

Цель статьи - рассмотрение современных особенностей технологического развития, возможных подходов к принятию нестандартных государственных решений по выбору технологических приоритетов в целях установления стратегии технологического развития страны. Особое внимание в статье обращается на цифровизацию экономики - содержанию этого процесса, характеристике цифровых технологий, определению факторов и базовым условиям развития новых технологий, влияющих на эффективность реализации программы по развитию цифровых технологий в России. Обосновываются основные направления технологического развития путем создания собственной технологической базы для цифровой экономики, аппаратного и программного обеспечения, операционной системы и т. д. Сравниваются информационная и цифровая экономики. Анализируются технологические основы цифровых технологий. Делается вывод, что уровень современного технологического развития зависит от способности управления информационными системами. Предлагаются меры по сдерживанию спекулятивного накала финансовых рынков.
