Abstract:

The subject of the research is the problem of attracting financial resources in order to realize ecological projects including by emitting green bonds. Special attention is paid to the chronology of the events that have facilitated active growth of the segment of the stock market since 2007 up to now. Considered are the issues of terminology for the processes occurring in the framework of sustainable development. Quantitative characteristics of market, green bonds standardizing is also discussed. The purpose of the article is to study the current international market of green bonds and to assess the prospects of green financial instruments development in Russia. It is concluded that optimistic forecasts for the active green bonds market growth in Russia is not justified as apart from the developing the regulating system for this segment of stock market, creating national system of standards and bonds certification, you need a transparent business model that will justify the cost of realization ecological projects, as well as top-priority resolution of social economic problems.

Предмет исследования — проблематика привлечения финансовых ресурсов в целях реализации экологических проектов, в том числе путем выпуска «зеленых» облигаций. Особое внимание уделено хронологии развития событий, способствовавших активному росту данного сегмента фондового рынка в период с 2007 г. по настоящее время.Исследованы вопросы, связанные с терминологией процессов, происходящих в рамках устойчивого развития. Рассмотрены количественные характеристики рынка, «зеленых» облигаций.Цели статьи — исследование современного международного рынка «зеленых» облигаций и оценка перспектив развития рынка «зеленых» финансовых инструментов в России.В статье сделан вывод о том, что оптимистичные прогнозы в отношении активного роста рынка «зеленых» облигаций в России в ближайшее время вряд ли оправданы: помимо разработки системы регулирования данного сегмента фондового рынка, создания национальной системы стандартизации и сертификации облигаций, требуется создание прозрачной бизнес-модели, оправдывающей затраты на реализацию экологических проектов, а также первоочередное решение стоящих перед государством и обществом социально-экономических проблем
