Abstract: В статье дано понятие и рассмотрены мероприятия по оптимизации расходов местного бюджета, обобщена практика реализации мероприятий по оптимизации расходов бюджета муниципальными образованиями Новосибирской области. Авторами раскрыто понятие и сущность категории межмуниципальное сотрудничество, определены правовые условия, преимущества и возможные направления использования межмуниципального сотрудничества муниципальными образованиями Новосибирской области. В статье представлены расчеты, подтверждающие возможность оптимизации расходов местного бюджета за счет мероприятий по межмуниципальному сотрудничеству. The article gives the definition and considers the measures for local budget expenses optimization, summarizes the practice of implementing measures for budget expenses optimization by municipal entities of the Novosibirsk Region. Authors clarify the definition and the essence of the “intermunicipal cooperation” category, determine law conditions, advantages and possible directions of the use of intermunicipal cooperation by municipal entities of the Novosibirsk Region. Also this article shows some estimates, which can confirm the possibility of local budget expenses optimization by means of intermunicipal cooperation measures.
