Abstract: Развитие экономического кризиса способствовало обострению социальных проблем и повышению степени нуждаемости населения за счет тех, кто потерял работу или имеет частичную занятость, что не могло не отразится на уровне их доходов и, как следствие, росте численности граждан, нуждающихся в государственной социальной помощи. Однако существующие формы социальной помощи на сегодняшний день не позволяют малоимущим, особенно экономически активному населению, существенно изменить свое положение и выйти из этой группы. Поэтому назрела необходимость институционализации форм социальной помощи, что позволит сделать ее наиболее эффективной в современных условиях и будет способствовать сокращению социально уязвимой категории граждан. The development of the economical crisis encouraged the aggravation of social problems and the increase of the level of social demand due to those who lost their job or have part-time jobs. That couldn’t but influence the level of their income and result in the increase of the number of people who are in need of the national assistance. But existing forms of social aid don’t let the poor especially those who represent the economically active part of the society change their position essentially or quit this group. That is why there appeared a necessity for creating a social aid institutionalization, which will help to make it more effective in the present circumstances and will promote the reduction of socially vulnerable group of people.
