Abstract: Развитие инновационного сектора экономики невозможно без осуществления быстрого экономического маневра по обновлению и модернизации производственного аппарата во всех видах деятельности. Однако в реальности создание предпосылок для инновационного развития идет крайне медленно и требует масштабного вмешательства государства. Development of an innovative economy is impossible without the implementation of rapid economic maneuver for the renewal and modernization of production facilities in all activities. But in reality, the creation of preconditions for innovative development is slow and requires large-scale government intervention.
