Abstract: В статье анализируются стратегии государства, предприятий и работников в формировании человеческого капитала с позиции компетентностного подхода; исследуются взаимодействия субъектов рынка труда и сферы образовательных услуг по формированию спроса-предложения профессиональных компетенций; обосновывается необходимость смены парадигмы кадровой политики. The paper analyzes the strategy of the government, enterprises and workers in the formation of human capital from the perspective of the competence approach; studies the interactions between actors of labor market and educational services market build supply-demand professional competencies; proves the paradigm shift in personnel policy.
