Abstract: В статье идет речь о региональной политике на уровне муниципальных образований, сочетающей задачи региональной сбалансированности и экономического роста. Конкретно исследуются условия, при которых муниципалитеты заинтересованы в развитии собственного налогового потенциала, осуществлении инвестиций. Для этих целей разработана имитационная модель с элементами оптимизации и динамики. Модельные расчеты проведены на примере муниципальных образований Новосибирской области. This paper discusses problems of regional policy concerning municipalities. A characteristic of this policy is the combination of the regional balance and the economic growth tasks. We investigate conditions, when municipalities interested in developing their own potential of taxation and investments. Simulation model with the elements of optimization and dynamics was developed to solve these problems. Testing results performed on the data for municipalities Novosibirsk region.
