Abstract: В монографии предложены способы адаптации внешнеэкономической деятельности к форматам и режимам ТС и ВТО при усилении влияния интеграции и глобальной конкуренции. Рассмотрена роль и место таможенной службы в общей системе государственного регулирования внешнеэкономических связей. На основе анализа опыта развитых стран выделены и обоснованы некоторые тенденции в модификации роли и места таможенных органов в условиях развития современных процессов глобализации и информатизации. Разработаны предложения по модернизации деятельности таможенных органов применительно к ситуации, сложившейся в Российской Федерации в условиях членства в ТС и ВТО. При этом более подробно рассмотрено соотношение фискальных и не фискальных целей деятельности таможни, оценено соответствие этим целям состава и свойств применяемых средств и инструментов регулирования, определена их сравнительная эффективность и адекватность современным условиям внешнеэкономической деятельности, основываясь на опыте развитых стран и учитывая вступление РФ в ВТО. Сделан вывод о том, что таможенно-тарифная политика России не стимулирует и даже затрудняет импорт-замещение, а также не способствует развитию промышленного производства внутри страны. Были определены и обоснованы некоторые направления и альтернативы в дальнейшем развитии таможни как государственного органа в общей системе государственного регулирования внешнеэкономической деятельности и стимулирования экономического развития России по направлениям, к которым имеет прямое отношение деятельность таможни. В частности, в работе было выделено обеспечение финансово выгодных маршрутов транзитных перевозок иностранных грузов и пассажиров по территории РФ. В этой связи приоритетом сегодня должен быть вопрос выработки такой стратегии экономического развития и нормативного обеспечения, которая бы позволила странам ТС максимально адаптироваться к новым условиям, извлекая выгоду из достаточно комфортных условий вхождения России в ВТО и минимизируя потери в процессе формирования и развития конкурентоспособности отечественных производителей.

In English:

The monograph provides methods of foreign economic activity adaptation to the CU and WTO formats and modes with the increasing influence of integration and global competition. The customs service role and place is considered in the general system of state regulation of foreign economic relations. Some trends in the role and place modification of the customs authorities in the context of changing contemporary processes of globalization and informatization are highlighted and justified on the developed countries experience analysis basis. The proposals are developed for the modernization of customs authorities with regard to the situation in the Russian Federation under membership in the Customs Union and the WTO. The fiscal and non-fiscal activity objectives ratio of the customs are considered in more details, assessment against these objectives of composition and properties of the means employed and tools their comparative effectiveness and value for modern foreign trade conditions are determined based on the developed countries experience and taking into account Russia's accession to WTO. Concluded that the Russian customs tariff policy does not encourage and even prevent the import-substitution, and is not urged to the development of industrial production in the country. Some directions and alternatives were identified and justified in the further development of customs as a public authority within the overall system of state regulation of foreign trade and promote economic development in Russia in areas which have a direct connection of customs activities. In particular, financial profitable routes transit of foreign goods and passengers within the Russian Federation has been allocated in the work. In this regard, the today priority should be the question of elaborating such an economic development strategy and regulatory provision that would allow CU countries to maximize adaptation to new conditions , benefiting from a fairly comfortable conditions of Russia's accession to the WTO and minimizing losses in the process of formation and development of the competitiveness of domestic producers.
