Abstract:

In March 2014, the US and the EU announced sanctions against Russia. No one authoritative international body approved or endorsed these sanctions, but by some other countries imposed them later too. Mostly they were NATO members and allies of the USA. The sanctions were explained as measures that can forced the Russian Federation to strictly follow the requirements of the United States and some other Western nations for Russian position on the issue of Ukraine. Basically, sanctions were aimed at the international isolation of Russia, the weakening its economy, discrediting the President of the Russian Federation, and the formation of the image of Russia as a rogue state.International isolation of the Russian Federation is organized in several areas: in the areas of trade, investment, economic, scientific, educational, technical-technological and military cooperation. There are reasons to expect that the next medium-term period will be rather difficult for the Russia» economy in general and for the domestic financial system. The challenging external and domestic economic conditions will entail undesirable consequences: the deterioration a situation in external trade and in fi ancial sphere, the acceleration of the capital outfl w, the decrease in volumes of production and profi of a number of producers, primarily working for export, the slowdown in technological re-equipment of production, etc.Under these conditions, the center of gravity of economic policy of domestic economic entities logically shifts from external to internal sources of financing, and the state concentrates on promoting socio-economic development of the Russian Federation, encouraging and supporting advanced and promising activities, innovative individuals, sectors and regions of the country.

В марте 2014 г. США и ЕС объявили о начале введения санкций в отношении России. Санкции не были утверждены или одобрены каким-либо полномочным международным органом, однако позднее к ним присоединились некоторые другие страны, в основном члены НАТО и союзники США. Необходимость санкций представляли как меру воздействия на Российскую Федерацию с целью заставить ее безоговорочно выполнятьтребования Соединенных Штатов и ряда стран Запада в отношении занимаемой РФ позиции в вопросе об Ук-раине. По существу же они были направлены на международную изоляцию России, ослабление ее экономики, дискредитацию российского Президента и формирование образа страны-изгоя.Международная изоляция Российской Федерации организована в нескольких сферах деятельности: торговли, инвестиций, экономического, научно-образовательного, техническо-технологического и военного сотрудничества. Есть основания ожидать, что ближайший среднесрочный период будет весьма трудным для российской экономики в целом и для отечественной финансово-кредитной системы в частности. Непростые внешние и внутриэкономические условия повлекут за собой нежелательные последствия: ухудшение ситуации в сфере внешней торговли и финансов; ускорение оттока из страны капиталов, уменьшение объемов производстваи прибыли ряда товаропроизводителей, прежде всего работающих на экспорт; замедление темпов технологического перевооружения производства и т.д.В этих условиях центр тяжести экономической политики отечественных хозяйствующих субъектов закономерно переносится на использование внутренних источников финансирования, а государства - на содействие социально-экономическому развитию Российской Федерации, стимулирование и поддержку перспективных видов деятельности, инновационно-активных индивидов, секторов экономики и регионов страны.
