REGIONAL INNOVATION SYSTEMS: THE BASQUE COUNTRY CASE

Abstract: This paper focuses on the analysis of the Basque country regional innovation system and its capacity to boost the Basque structural change and improve its competitiveness in a situation of growing globalization and enlargement of the European Union. After commenting on the main lines of the setting up and development of the Basque regional innovation system, the paper goes on to analyze its idiosyncratic features (the role of technological centres), the stages and objectives of the innovation policy and its capacity to overcome the Basque dependence of its traditional industrial sectors which were very much entrenched in the Basque economy after the restructuring of the eighties. The results of this transformation have placed the Basque country among the leading Spanish regions in terms of R&D+i and number of innovative firms.
