Abstract:
Public diplomacy is a type of diplomacy that focuses on using public communication to influence public opinion and achieve political goals. This type of diplomacy can be seen as a replacement for traditional diplomacy in some cases, but it is not a complete replacement. In some cases, public diplomacy can replace some aspects of traditional diplomacy, such as the use of private talks between governments. Public diplomacy can be used to stimulate public debate about an international issue, raise public awareness, and create a climate conducive to a possible solution. In this case, public diplomacy can partially replace private talks between governments, creating a new space for public dialogue. Traditional diplomacy involves secret talks between governments, lobbying and various negotiations at different levels. These are aspects that cannot be made public and are important to reach agreement between governments. For this reason, public diplomacy and traditional diplomacy are not alternatives to each other, but must be used together to achieve foreign policy goals. Public diplomacy can help create a positive atmosphere in public opinion, while traditional diplomacy can help reach agreements between governments.
